| By 2006 the
volume of studies and money being spent on the "New Delta Plan" was
staggering. Its also remarkable that agencies were willing to
let their general budget funds be diverted to pay for some some of
these studies. UC Berkeley got funding to host a special
seminar for select students, several of whom then were hired by the
agencies currently pushing the New Delta Plan. By 2009, some
of the lectures on the Delta and water issues are available online.

There are several other lectures that are very
worthwhile to view so you can understand the timeline of the latest
attack on the Delta. Most interesting to note is that by 2006
it appears solid plans were agreed upon by the "powers" who control
the legislature, and the plan to create or enhance a central canal
in the near term, and plan for an eastern canal in the long term was
